"We're not here to argue about it," said Bryans, adding store owners have given up fighting the merits of the ban itself. "Time has just run out." The tobacco ban is a double whammy for store owners who are already losing a quarter of their online cigarettes sales to smuggled smokes, Bryans said. Instead of chasing down errant store owners who are covering up their power walls with a towel, Bryans said the province should channel that energy into stopping illegal cigarette smuggling. "Convenience stores won't go out of business because they've covered the tobacco walls," Bryans said. "They'll go out of business because our regular customers are getting product 10 times cheaper than we can sell it to them so they're not buying gum, chips, pop or lottery tickets." Progressive Conservative Leader John Tory said the Liberal government is showing it's completely insensitive to the plight of small-business owners while it ignores the growing illegal cigarette trade. It's time the Liberals gave store owners some flexibility on the May 31 deadline and turned their attention to stopping the flow of illegal smokes, he said. "They don't realize that these kinds of convenience stores provide an awful lot of jobs for an awful lot of people," Tory said. New Democrat Cheri DiNovo said the display ban on tobacco products should have been brought in a long time ago. But she said it's wrong to rush it through now without any support for retailers.

The hero interview, as it’s called, is standard postgame fare in Japanese baseball, made-for-TV junk food. Darvish had found a way to reinvent it. He does that with everything. Newspapers across the country trumpeted the news with blown-up photos of Darvish. Even the trashiest rags sell when they splash him across their covers. Three years ago, one of them turned Darvish into Japan’s most infamous teenager because of a marlboro cigarettes. And now, at 21, he has been dubbed by all of them as the face of Japanese baseball.

Joe camel banned from Rolling Stone magazine? The Marlboro Man banished from billboards everywhere? The end of Winston Cup racing and Vantage golf tournaments? Never another Virginia Slims tennis match or musical performance? Yes, if President Clinton and the Food and Drug Administration have their way. With the noble aim of cutting teenage smoking, they have proposed sweeping restrictions on advertising and images that "portray tobacco use as fun, independent, sexy, and glamorous."

A stupid proposal. It is merely another tax on cigarettes - which will be expensive to collect and easily flouted. If this government, whose behaviours consistently betray dubious moral values, wishes to be "holier than thou" it should simply raise the tax on buy cigarettes to a level even higher than now. But why not first address and reduce the mass consumption of illegal drugs, which can have far more harmful side effects than cigarettes? The explanation is a simple one - cigarette smokers, like motorists, are an easy target for a government which is big on initiatives but absolutely pathetic when dealing with the real problems that afflict this country - for example unprecedented levels of violent crime in our major cities, and the NHS which becomes increasingly lethal for its patients.

The study is flawed, partly because people donТt sit close enough outside to cause a health risk, says Audrey Silk, founder of Citizens Lobbying Against Smoker Harassment. If the problem is littering, she says, Уenforce the litter laws.Ф WhatТs driving outdoor bans, Silk says, is Уpublic hate of anything smoking or smoker-related.Ф Philip Morris, the nationТs largest buy cigarettes maker, believes secondhand smoke poses indoor health risks but smoking should be permitted outside, says spokesman Bill Phelps. He says the only exception should be areas intended for kids. Some proposed outdoor bans have been rejected, including one in Norman, Okla., last month. Others have passed but not quietly.ФThere have been some very upset smokers,Ф Chvez says. He retreated a bit this month by exempting golfers because municipal golf courses are not kid venues. AlbuquerqueТs outdoor ban, unlike some others, imposes no fines.

EDMONTON, VANCOUVER and MONTREAL -- Laws across Canada controlling and policing panhandling vary widely depending on the city, but the unwritten rules on the street amongst beggars are pretty much the same wherever you go. From Montreal to Edmonton to Vancouver, "panners" often respect a kind of beggars' code: rules that govern how and where they can raise money. They may in most cases be only collecting coins, but it's clearly a profitable business. For Louie, who makes roughly $7 an hour, adding up to $200 a week, his "office" seven days a week, four hours a day is the entrance to Granville SkyTrain station in Vancouver's downtown. Estimates of how many "panners" there are in Vancouver vary but some say it is a hardcore group of about 75 regulars. They know each other, and respect each other's territory. Louie says he secured the Granville Street site only when his predecessor "retired." Being there day in and day out for three years since has officially staked the 53-year-old's claim. Print Edition - Section Front There's an unspoken rule not to "cut another guy's grass," he explained. It's one person per 100-metre radius, and first-come, first-served - with trumping rights going to panners with seniority. But there's still a gentlemanly aspect to this street code. In Montreal, panhandlers protect their corners of concrete like office workers treat their cubicles - with a few punches thrown in. Herman Allen begs in front of Schwartz's deli, Montreal's famed smoked-meat shrine. The 57-year-old takes turns sharing this prime panhandling spot with one or two other men. They have banded together to keep interlopers out. "We've been here so long it's like it's ours," said Mr. Allen, who often unrolls the deli's awning and sweeps the sidewalk before customers start arriving toward 9 a.m. "Other guys stop by but as soon as they see us come up, they leave. They don't argue." No one knows exactly how many people are living on the streets in Montreal - estimates vary wildly from a few thousand to 30,000 depending on whom you count. And the way they spend the money in their upturned caps and cups varies too. Many support drug and alcohol habits, others buy cigarettes, while others pay debts or the rent on an occasional room. 555 Belomorkanal Bond Camel Chesterfield Dallas Davidoff Dunhill Epique Esse Gauloises Karelia Kent L&M Lucky Strike Magna Marlboro Marlboro Mild Seven Monte Carlo More Pall Mall Parliament Peter I R1 Rothmans Russian Style Salem Sobranie Sovereign Viceroy Virginia Slims Vogue West Winston

Cigarette packaging is no exception. In the case of cigarettes, however, packaging is even more critical for several reasons. Firstly, unlike many other products where the packaging is discarded after opening, smokers generally retain the cigarette pack until the cigarettes are used and keep the pack close by or on their person. Thus, cigarette packs are constantly being taken out and opened, as well as being left on public display during use. In this way, cigarette packaging can act as an advertisement. A previous front cover of this journal and accompanying cover essay underlined the importance of cigarette packs as advertisements for cheap cigarettes, especially in the face of advertising restrictions.5 This high degree of social visibility leads cigarettes to be known as "badge products". The use of a badge product associates the user with the brand image, giving the user some of the identity and personality of the brand image. One cigarette package designer, John Digianni, states: "A cigarette package is unique because the consumer carries it around with him all day . . .it's a part of a smoker's clothing, and when he saunters into a bar and plunks it down, he makes a statement about himself."6 When a user displays a badge product, this is witnessed by others, providing a living testimonial endorsement of the user on behalf of that brand and product.

"Many people are not able to give up cigarettes. It is a real chemical condition," Coats says. Dr Mark Newman, the Royal Australasian College of Surgeons' representative at the Australian Council of Smoking and Health, agrees that while smokers need to be treated differently, their smoking status should not affect their place in the surgical queue. "I take risk into account. The risks of procedure versus the benefits, and that is affected by the smoking status of the patient," he says. Newman, a heart and lung surgeon, says complications associated with smoking are so significant he will delay an operation for the removal of a lung cancer so a patient can stop smoking for a minimum of four weeks before an operation.
