New Democrat Cheri DiNovo said the display ban on tobacco products should have been brought in a long time ago. But she said it's wrong to rush it through now without any support for retailers.

A stupid proposal. It is merely another tax on cigarettes - which will be expensive to collect and easily flouted. If this government, whose behaviours consistently betray dubious moral values, wishes to be "holier than thou" it should simply raise the tax on buy cigarettes to a level even higher than now. But why not first address and reduce the mass consumption of illegal drugs, which can have far more harmful side effects than cigarettes? The explanation is a simple one - cigarette smokers, like motorists, are an easy target for a government which is big on initiatives but absolutely pathetic when dealing with the real problems that afflict this country - for example unprecedented levels of violent crime in our major cities, and the NHS which becomes increasingly lethal for its patients.

From Montreal to Edmonton to Vancouver, "panners" often respect a kind of beggars' code: rules that govern how and where they can raise money. They may in most cases be only collecting coins, but it's clearly a profitable business. For Louie, who makes roughly $7 an hour, adding up to $200 a week, his "office" seven days a week, four hours a day is the entrance to Granville SkyTrain station in Vancouver's downtown. Estimates of how many "panners" there are in Vancouver vary but some say it is a hardcore group of about 75 regulars. They know each other, and respect each other's territory. Louie says he secured the Granville Street site only when his predecessor "retired." Being there day in and day out for three years since has officially staked the 53-year-old's claim. Cigarette packaging is no exception. In the case of cigarettes, however, packaging is even more critical for several reasons. Firstly, unlike many other products where the packaging is discarded after opening, smokers generally retain the cigarette pack until the cigarettes are used and keep the pack close by or on their person. Thus, cigarette packs are constantly being taken out and opened, as well as being left on public display during use. In this way, cigarette packaging can act as an advertisement. A previous front cover of this journal and accompanying cover essay underlined the importance of cigarette packs as advertisements for cheap cigarettes, especially in the face of advertising restrictions.5 This high degree of social visibility leads cigarettes to be known as "badge products". The use of a badge product associates the user with the brand image, giving the user some of the identity and personality of the brand image. One cigarette package designer, John Digianni, states: "A cigarette package is unique because the consumer carries it around with him all day . . .it's a part of a smoker's clothing, and when he saunters into a bar and plunks it down, he makes a statement about himself."6 When a user displays a badge product, this is witnessed by others, providing a living testimonial endorsement of the user on behalf of that brand and product.

"Many people are not able to give up cigarettes. It is a real chemical condition," Coats says. Dr Mark Newman, the Royal Australasian College of Surgeons' representative at the Australian Council of Smoking and Health, agrees that while smokers need to be treated differently, their smoking status should not affect their place in the surgical queue. "I take risk into account. The risks of procedure versus the benefits, and that is affected by the smoking status of the patient," he says. Newman, a heart and lung surgeon, says complications associated with smoking are so significant he will delay an operation for the removal of a lung cancer so a patient can stop smoking for a minimum of four weeks before an operation.
